2017 Counseling project for farm applications of livestock digestate and declaration and payment of water pollution control fees

The Water pollution control act and the Water pollution control fee levy regulation was revised and announced on February 4th, 2015 and March 31st, 2015, respectively. Livestock industry should pay for the water pollution control fees from 2017 by the Environmental Protection Agency (EPA), the Executive Yuan, Taiwan, R.O.C. The model of livestock manure management has been transformed toward to a resource recycling model as organic fertilizers by following international trends. Additionally, Plan for Implementing Liquor and Fiber Digestate as Fertilizer for Farmlands, Chapter 10-1 of Water Pollution Control Measures and Test Reporting Management Regulations was revised and announced on December 24th, 2015. Based on the regulation, liquor and fiber part of digestate from anaerobic digestion of animal manure can be applied to farmlands as fertilizers and increase soil fertility. Besides, biogas should be collected from anaerobic digesters. The objective of this project is to assist the government for promoting digestate from anaerobic digested manure wastewater as organic fertilizers and applied to farm. This can create a four-way win situation for livestock farming, agriculture farming, agricultural enterprise, and water environment. There are 16 single-windows in counties and cities, 10 propaganda seminars, and 30 demonstration seminars for digestate farmland application carried out in 2017. Moreover, matchmaking 1500 cases for livestock farms and farmland owners, more than 19 consent letters signed for digestate farmland applications, and counseling 6000 declaration and payment cases of water pollution fee (i.e. declaration and payment rate is up to 95%) are all completed.
